This is good news, I think, for Webmobo. I am certain that the new CMS will be good, like the news software. ...I do hope that the CMS will be just as hidden in the background as News, because this has been one of the major reasons I have used the News software. Is there SVN access yet, for us to take a look? I will definitely help you test the software.

Still in early development, SVN exists but I havent commited anything yet, im also in the process of setting up trac.
The CMS wont be in the background however I will be looking into what I can do to allow people that only want News module to work but I give no guarantees.
The CMS is also a long way from being testing ready. The emerald framework is still in development which the CMS will be built from. Im guessing the earliest for any testing will be sometime next year, in the meantime the News system will still continue development and anything possible from the CMS will be implemented in the News system.

I tried to do Google searches on this "emerald framework" but did not find any official site or obvious result, as to the official site. Can you give me a link?

There is no link. The framework is something I am building a small portion of it will be part of 2.4.0
